There are currently no restrictions on the levels of gross-overcrowding that companies operating the Public transport system can inflict upon passengers.

We understand that sometimes things are a little bit busy, and people might not always get a seat at peak times. But, trains & buses are now so frequently cancelled at short notice, without any alternatives allowing passengers to get to their destinations (thus causing gross-overcrowding), that we believe these situations constitute a serious risk to health and safety, were there to be a fire or some other serious incident.

Since there are regulations specifying safe levels inside theatres and cattle trucks, there should be: (1) regulations specifying specific safety provisions that operating companies must comply with, to prevent dangerous gross-overcrowding (2) a person responsible for ensuring that these levels are not breached and (3) serious penalties for transport operating companies that fail to control gross-overcrowding.
