In addition to enabling Lana to pursue fostering children at 34 Keir Hardie house of which, prior to Rene McCarton's sudden death, Lana and her mother had discussed and planned to do.This request comes from myself and on behalf of our local community/neighbours that approach me constantly pleading with me to try to gain the tenancy of 34 Keir Hardie House, as the impact of my mother’s death did not as it seems affect only the immediate family but, also my mother’s extended family (neighbours and the local community)They are aware and understand that if I do not gain the tenancy I would have to move off the estate, (that I have lived on for 37 years), as I feel it is bad enough to have lost my mother but to also loose our family home, my focus in life and to expect me to live opposite my mothers family home, passing it on a daily basis, and looking at it through my windows is just unbearable and I feel inhumane, I am trying to turn a negative into a positive as such by carrying out my wishes of becoming a foster parent to siblings and also maintaining the community spirit.My mother and myself did discuss the possibilities and procedures with the HLEMB Manager Karen Mcormack of swopping, and was in the process of filling out the forms to swop properties so that I could carry out my plans to foster siblings however, my mother died suddenly with out any warning and the paperwork for the swop was then not completed.This ‘bad timing’ also coincided with the fact that I wanted to complete my Law and Sociology honours degree before becoming a foster parent as I felt that this would give me good grounding as a foster parent (a great understanding of people and society, including Child Laws, Education, Cultures, Social inclusion, Deviant behaviours, Social problems, Environmental Issues etc) in addition to my huge experience of being a parent and voluntary worker with children for over twenty years. I was to complete my degree then complete the homeswop paperwork with my mother however, unfortunately the week I was due to complete my degree was the week of my mother’s death. Whilst I do appreciate the current social housing problems and needs at the moment for 4 bed properties, I do also believe that there is just as much if not more of a need for 2 bed properties in Islington of which I am willing to give up, that is ready for occupation straight away.I did place myself on the Islington transfer list in the 1990’s and telephoned quite a few times enquiring as to updates and availability of a transfer, of which I was told not to keep telephoning as there was no point, there were no transfers available at the time and that the council will contact me when one became available.I do believe that since this my council transfer information (from 1999) has been erased from the council transfer system (as there are no notes on the computer only my ref number from 1999) of which seems very odd. Furthermore, instead of Islington Council’s transfer team apologising for their mistake and trying to correct it, they have had the audacity to try to put the blame on me by presuming/guessing that ‘I must have been sent me a letter in 2003’ (by normal post royal mail) when they had a review and ‘because I did not reply’ I was taken off the list (two years later) in 2005! Surely this is not normal practice and unacceptable behaviour for the council to operate in this way; presuming/guessing.Firstly, I did not receive any letter regarding my transfer, secondly it seems hard to believe that the transfer team would think that it is viable and fair to send such an important document (the outcome being so important) via royal mail normal post, and thirdly if this had happened as they are presuming/guessing why is the computer screen blank with no notes on it from 2003 a copy of the letter, sending a letter, no response to the letter and taking me off the list? I feel surely that this is a council mistake and no fault of my own as the council are responsible for sorting out their systems. Therefore, I am hoping that this travesty can be taken into account whilst considering my request for a swop to 34 keir hardie in a way of maybe compensating me for the stress I have been caused since being told I have been erased from the transfer list.In theory I did actually live at my mother’s address (along with my son) due to the fact of being my disabled, pensioner mother's official carer and so with her on a 24/7 basis as she needed help day and night, and used my flat at 28 KH House purely as a place of study as such to complete my degree. Had I not lived so close to my mother I would have defiantly given up my tenancy and moved in with my mother due to the amount of time needed to care for her.I believe that Islington Council are in desperate need for foster parents therefore, I would hope that the fact that I am eager to become an Islington foster parent for siblings of three plus would also be taken into consideration of my request to transfer to 34 Keir Hardie House.I am aware that Islington Council do have laws and policies to follow however, I also believe that they are given discretion to special cases of which I hope that this case is seen as (on compassionate grounds), that will maybe allow them to use this power, of which Islington Council have exercised on many occasions on our estate therefore, seeming to set a precedent, and so tenants here do feel maybe the need to carry this precedent on so as not to be seen to be discriminating against any tenants. I am hoping that other factors will be taken into consideration such as the need for an Islington foster parent, community volunteer to many organisations in Islington, community kinship networker in Islington, turning such a negative into a positive against/versus two bedrooms (as that’s the difference in the two properties).' -- LANA MCCARTON</title>
