If it hadn't been well known media names involved with the TV Quiz frauds, then prosecutions would already be under way. Fining TV companies is not enough. What was happening was simple theft by fraud. All those who planned, managed, delivered or by other means knowingly aided and abetted this fraud should be investigated by the police and prosecuted in the criminal courts.
