
We the undersigned petition the Prime Minister to urge the Communities and Local Government Department to ensure: (a) a full democratic planning process and consultation with local authorities and neighbouring communities concerning the Eco Town proposal by the Co-operative Group south-east of Leicester, and (b) that the shortlisting and decision making processes by the Homes and Communities Agency are open and transparent, and are fully in accord with the scale and pattern of development for housing, employment and transport in the final East Midlands Regional Spatial Strategy. Earlier this year the Government announced a nationwide initiative for developers to propose plans for upto ten Eco-Towns. This competition is to be managed by a new Homes and Communities Agency and the planning process would be separate from all current development applications. The Co-operative Group are a major agricultural landowner in south-east Leicestershire. Under less than transparent information-sharing procedures, the Co-operative Group, in association with English Partnerships who are the agents for NHS property near Great Glen, are bidding to develop a 15,000 home Eco-Town based around the site of Leicester Airport near Stoughton, south east of Leicester with no formal open consultation with local authorities and neighbouring communities and without regard to the draft Regional Plan.
