To make a level playing field and to discourage Parking Attendants from issuing rogue PCN's. If a PCN is wrongly issued and the case is won by the motorist then compensation of £10-£20 is given to the motorist. This will stop Parking Attendants giving out unlawful PCNs and make them more accountable.
